In Virginia elections are overseen by the Virginia Department of Elections.

REGISTERING TO VOTE IN Virginia:
Register online with a valid state ID, by mail, or in person.
Must register at least 22 days before an election.
Voters registering for the first time can apply for a Virginia Voter Photo ID Card when they submit their voter registration application.
Open Primaries, meaning any registered voter can vote in any primary but each voter can only vote in one.
WAYS TO VOTE:
In Person on Election Day
Early (Residents may fill in an absentee ballot or return a completed ballot in-person at the registrar’s office within 45 days of Election Day.)
Absentee/By Mail (Apply online, by fax, by email, by mail, or in person. There are restrictions on voting using this method for first-time voters who registered by mail. )
KNOW BEFORE YOU GO:
ID is required to vote, and the rules are strict.
Acceptable ID include a recent VA driver's license or US passport, Student ID issued by VA-located institution of higher ed or any private school, an employee ID issued in ordinary course of business, tribal ID, VA Voter Photo ID Card, or any form of government-issued photo ID.
Voters without ID can still cast a provisional ballot. They will be given instructions on how to submit proof of ID along with the ballot.
