In Missouri elections are overseen by the Elections Division of the Office of the Secretary of State.

REGISTERING TO VOTE IN MISSOURI:
Register by mail, or in person.
Voters must register by the 4th Wednesday before Election Day.
Open Primaries, meaning registered voters can vote in any party’s primary.

Absentee (Ballot request form is available six weeks prior to election. Mailed or faxed requests must be received by 5:00 pm the Wednesday prior to the election. In person requests must be received by the local election authority by 5:00pm the day before the election. More information here.)
KNOW BEFORE YOU GO:
ID is required to vote.
A list of acceptable forms of ID is clearly laid out here. Acceptable IDs include, nonexpired or nonexpiring MO driver’s or non-driver's license, nonexpired document with voter’s name; issued by US or state of MO, nonexpired or nonexpiring military ID card as long as the name on ID substantially conforms to the most recent signature in voter registration record.
If voter has none of the above, then they may sign a sworn statement affirming their identity and present an ID issued by a state or federal agency; a student Id from a MO institution of higher education, or a current utility bill, bank statement, paycheck, or government document including a check as long as it has the voter’s name and address.
